Are the bilstein 5100 shocks all I need to lift front and rear? Or is there a whole kit I need? All stock 2011 4x4 1500 4.7 do I need a tune? Tires are 285/70r17, 3.55 gears

Bilsteins are height adjustable struts. There are about 10,000 threads about every aspect and configuration imaginable on this forum.
I am more than happy to help you out if you post your ground to fender measurements at the center of each wheel well and then post what height you’re wanting to be at.

38 3/4" in front, 39" in the rear. And I guess the 2" extra from the bilsteins... not too high for now, dont really have tire/gear/tuner money at the moment. But whatever I can get without having to shell out alot at once. Just something I can do one thing at a time. Struts now, tuner, then gears, then tires. If that helps. And thank you

It may have a leveling kit on it already. Did you buy it brand new?

I have 3:55 with 35” that are fine.
When I bought my truck it had a leveling kit on it already that I did not know about. Most factory rakes are 1-2” yours is 1/4” so that tells me to look at your front struts and for a spacer on top of them
