I am surprised there are no threads in this forum.

I am looking at different tire/wheel combos for a '90 reg cab, short bed. I am looking at a 15 x 9 rear wheel with 275/60R15 tire. Curious about an offset that will keep it tucked inside the fender well.

Thoughts?

The more common issue with modern wheel offsets is too much backspacing (aka positive offset). This causes fairly conservative tires to rub the insides of the bed and/or interfere with steering range.

If you want somthing on the cheaper end, wheels from 96-older F150/Bronco are suitable. If they are OE, then need the center holes opened up about 1mm.
