I put a Rough Country 3 in suspension lift on my 2006 dodge ram 1500 2wd will 17in rims with 35's fit correctly or No?

Provided the wheels are the correct width and offset, yes. But we can't give you a definitely answer without knowing those specs.

i know the width is 12.50 and the stocks that i have now are that with i was wonding as far as if the 3 in suspension lift will lift me up enough to run 35"s on 17' rims

With stock 17's you'll need 10mm hubcentric spacers from Motorsport Tech to run the 35x12.5's. Other than that you're good clearance wise.
