Wipers not working

I picked up this truck with a dropped valve so no idea if the wipers were working before or not. But decided to give them a try and I got nothing on any settings. I also have low washer fluid light even though it’s full of those are some how tied together. I have squirters though. My question is where do I start and how do I go about diagnosing these issues if somebody has a procedure that would be great. I’ve read it could be the motor, multi switch, worse case scenario the TIPM . Thanks for any help you guys have.
