1997 Ram 1500 won't shift into overdrive

For the oil burn:
Comp test, both wet and dry.
Inspect plugs
The trans issue is going to require more information about how exactly it acts. For example, when it won't go into overdrive, set the cruise and note how it reacts. If no change, click the OD on/off switch. Note any reaction.
Also the trans likely needs a good fluid/filter/band adjustment. But we'll get to that
