If it's a steering rack, usually they can be replaced but i haven't done one for a Ram. There's a video link below. I would avoid drilling a hole in the seal though (unless necessary).
Either way, I would suggest punching a small hole with a sharp awl or nail, (unless you have to), then thread a short screw ...somewhat blunt on the end (only not as far as the kid did in the video below). Or take a small chisel and open up a crevice which you can slide a screwdriver into and pry out. You don't want to risk damaging the ball bearing cage (if it's plastic) or get shavings inside.
