AC clutch question

Hi all,
I just installed a new clutch and coil on my 06 diesel. The clutch is not engaging and I think it's because it's not getting proper voltage. My batteries are good and the voltage when running is 14.2 but the voltage to my AC compressor is showing 11.5 and the clutch is not engaging. If I Hotwire it to a battery it engages properly. Does anyone have an idea why I'm getting 11.5 volts??

did you check the charge in the system with a set of gauges

Not only what JWS said, but did you put the system back together properly, evac the system and then charge it with a set of gauges? If you don't have the correct amount of freon, your clutch will not engage. You jumping it to the battery is just bypassing the pressure check on the system.
