Can't program Swi-Jack

I have the C2R-CHY4 and the Swi-Jack. Everything with radio seems to work fine, I've done the instructions on programming the SJ, the 1st part is successful, but when I try to start programming the wheel buttons, all the thing does is blink rapidly non-stop. I've contacted PAC and all they said was that usually means low voltage, try to turn the truck on, which I have, and still nothing.

Anyone else have experience with this adapter? Should I ask them to replace it?
