Is there any way to deactivate the cargo lights from coming on except via the switch?

I guess you could pull the fuse. Why do you want it deactivated ?

Do you also have the horn disabled?
Only way I could think of would be to add a switch. The harness for the CHMSL is on the driver side A pillar. It has a green connector. I would splice it at the headliner half of the connector and run the wires into to the dash panel.

Curious about this also. Any particular reason you would splice at the "headliner half" specifically for the switch?

I'm going to take a guess that it's in case the wiring in the A-pillar is running something else, he doesn't want to chance affecting it.

Planning on upgrading the cargo light bulbs to high output LED bulbs so this is right up my alley. Installing a kill switch will allow me to only use them when necessary. Planning on tracing the + wire at the source and matching it up at the A-pillar/ Driver dash area.
