That 10A fuse(F66) your using for your headlights is just for the DRLs and is way overkill for the load. I would be surprised if both the DRLs in the headlights use more than an amp combined. The DRLs in those fog lights probably draw less. I bet if you look up the specs of those fog lights, they are probably not over 3 amp each. So in reality you can run the DRLs and fogs from that 10 amp fuse

What gauge wire is coming from the drl? This is usually a good indication of what size fuse you should be considering. Here's a wire guage chart showing the amps the wire size is generally rated for.

In general I'd have to agree - the single 10a fuse is probably enough for the entire circuit you're proposing.
