Dodge Ram 2017 spare tire winch issue

The spare tire winch on my Dodge Ram 1500 (2017 yr) has suddenly not able to cinch the spare tire up tight in the home position.
It was fine and then it wasn't. It was hanging about 3-4" below where it should be. No known serious pothole bumps or anything like that to potentially cause anything like that to happen (which it should not anyway....RAM tough ??).

I am able to unwind the tire to the ground and take it back up but only to about 2-3" below where it needs to go. So it dangles loose (in the meatime I have a ratchet strap holding it in tight for the time being). When I did lower it, the wire cable looks pristine and a look about of the tire winch area doesn't appear to show anything wrong. All looks good to the '***** untrained eye'. When winding back up it goes up fine until it stops and goes no further (2-3" below where it needs to be).

I'm now wondering if there is supposed to be some sort of rubber mount/space filler between the spare tire ri and the winch mechanism? If so, there is not and I have no idea where it would have disappeared to if so. As I said it was fine and then it wasn't. Appreciate and all advice and suggestions.

No spacer that I am aware of. I've had mine down several times. You mention the tire is still loose, what's stopping you from cranking it further? Perhaps it requires more force than you are expecting and you are being too gentle. You can actually crank it hard enough the rod will slip on the winch shaft (doesn't damage the shaft but does distort the rod tip)... I know this from experience... cranking up a 35" hits a little different...

Is the outside of the spare facing down? The side of the rim that goes against the brake disk faces up to the bed.

The cable might be getting into a bind or twisting up when your cranking it up try bringing it all the way down and apply pressure downwards while cranking it up.
