No - truck's just melting. It's -35c. The cable has nothing in it. Truck's not leaking any fluid.

That hose is the vent hose for the rear diff. It is supposed to be clipped in place on the bottom of the bed. See if the metal clip is still attached to the bed or grab a zip tie to hold it up.
It's missing the end though lol
