Engine will not turn over

1999 Dodge Ram 2500 5.9 L FWD. Engine will not turn over. Checked all fuses, relays, grounds. Tried jump starting...battery is good. Tried tapping starter while turning the key. Don't know what else to do. Any ideas? Thanks.

I would take the starter out & bench test.

check to see if power is going to the starter relay while the key is turned to start.
