EVIC stays on with key out

I have a 2011 RAM 2500 with the 6.7 diesel. The issue is the EVIC stays on with the key out. Sometimes it has just the two white horizontal lines lit, sometimes it has the lines and the mileage, compass, and temp showing. I don't think it is the ignition switch since is swapped in a new one and there was no change. The other electrical issue is the factory radio/nav unit doesn't completely go to sleep either. The cooling fan for the unit runs, turns off, and come back on again with the key out. The radio/nav screen doesn't come on, just the fan. I'm not sure if these issues are related or not. I pulled the radio/nav fuse and the fan stays off, but it doesn't affect the EVIC. Anyone else had this issue? Where should I look next. thanks

Do you have any codes in the system? The radio is controlled by the canbus, not switched power like old school radios were and I'm pretty sure the evic is the same. Something misbehaving on the canbus might be blocking the signal to go to sleep.

My money is on erroneous telemetry on the CAN bus preventing the EVIC and radio from reaching or staying in a sleep state.

Lock the truck, place the FOB inside the house, and spend time observing the EVIC & radio.
There could be a rogue module, or this could be TIPM-related.

I pulled the j13 Ignition Off Draw (IOD) fuse and the light turned off. Pulling the battery and leaving the j13 fuse out didn’t fix it. I haven’t pulled every fuse yet to see if any other fuses have any effect. Does the j13 fuse tell us where the problem is?
