Getting to hot?

I have a 2013 ram 1500 with the 3.6 vvt motor and the fan doesn't kick on till 228 and the truck will go up around 230 then cool down to 220 and then just keeps doing that over and over again but only when at idle or in park idleing. I've changed the fan, thermostat, water pump, cross over pipe, and even did a good flush. So what I'm asking is it normal for the fan to kick on at 228?

That sounds about in the ballpark for the cooling fan to be cycling, does it do the same with the AC on?
The active grill shutters shouldn't be closing down at low speeds or when parked.
