Heated Steering Wheel 2 settings?

If I remote start my 25 1500 Bighorn, the steering wheel heat comes on as well as the seat. I notice it is not really all that warm. If I walk out and start the truck the heated steering wheel and seats come on (temp low teens). The steering wheel seams to ge a lot warmer. Is this normal?

This very likely won't help as I'm referencing my 2014 4th Gen, but I wish my seats got as warm as quickly as my steering wheel. My seats come on at the warmest setting but it does nothing until I'm sitting in it. The wheel gets hot no matter what.
My steering wheel has 2 settings, ON and OFF.
