Heated Steering Wheel issue - not 2 second shutoff

My heated steering wheel stays on. I'm going to start by clarifying that. It stays on for like 20-30 minutes. But during that time, it climbs to a very hot temp (I like the temp! But it is very hot...), takes ~5 minutes, then it sits at that temp for ~2 minutes, then drops off, and "sits" at just above ambient. Light stays on the whole time.

My brain is thinking they must be using like a PTC or NTC heater, and once it hits temp, instead of entering some sort of PWM/PID maintain, it just drops off. Relay stays on though. If I cycle the control manually, it shoots back up, hangs for a minute or 2 at temp, then drops again. Heated seats work perfectly. Factory install. Unfortunately I didn't notice when I had a warranty.

2018 Rebel, ~70k miles. Bought it new off the lot.

My wheel will get quite hot, depending on out side temp , and maybe where the heat is set??
I have auto air, the light is always on , unless I turn it off.
I do have a very good multi meter that has a temp probe on it so I could check it and see what the read out is , but not cold out yet, not freezing yet. ( that is a good thing)
