I think that has to do with the steering wheel lock since the ignition is on the dash... Not 100% though

I thought that also but it in not connected to anything , just dead ends into a blank holder

do you have a factory brake controller installed?

No i do not . just weird it under the top cover of the steering column.I have racked my brain but cant think of anything in that area.
