It could be the relay... or this could really just be the trucks electronics.
I really am confused about these new systems they have in the trucks now.
The reason why everything works all fine and dandy when you turn the lights on with the truck off is because it is running off of the 12V DC of the battery.
When you fire the truck up it is running off the TIPM which takes the 14.5ish volts from the alternator and it changes the modulation and all this other crap. Why they chose to run it like this just to turn on a light I don't know but it sure makes it a pain to run simple electronics.

After reading your first post you do need a capacitor setup for your fogs as well!!!
The 2013 Ram fog lights are just like the headlights you need a harness that has a capacitor to make these work with HID's! This was a change in 2013! Don't swap, sand or do any of that other crap. You have to buck up and buy a harness that induces a capacitor! The fogs are now part of the canbus system.
