On my rumble bee it has a non functional hood scoop and the idiot before me decided to cut out the insert thinking it would work? And I noticed he actually cut the hood too so the air and everything else just goes straight through the hood scoop into the engine bay. Is there a way to make this a functional hood scoop but also protect it from things getting in it especially in the winter?

Sounds like the way it is now, just an open hole it would be good for nothing but exhausting engine bay heat. You would need to somehow rig a hose from the scoop over to where your filter is for the air intake. IMO, I would just buy or start saving for an actual ram air hood that is designed to be functional...seems like having a bunch of piping or flex hose attached to the underside of the hood would look, well, ******.

Get the cold air box from dodge that plugs into the scoop and directs the air to your airbox. It works with a CAI.
I can send a picture of one if you want. I have not installed mine yet, so the functional good scoop blows in my motor at the moment also.
It is a factory piece on the SRT10 hoods

How much is tht? So get that and a CAI? And what about the winter will **** get into it?

then you'll only get cold air, you might want to get the mesh grille for it just to protect it from the snow.

For the most part...hell, you can get some mesh that has a tighter mesh than what would be on the grille.

The air, water, snow, birds, etc will go into the air box, the filter still prevents crap from entering your engine
