If a vehicle has a maximum tow rating of 7200 pounds, and a maximum tongue weight of 720 pounds, how large a trailer can it pull? Would a weight distribution hitch change that? Would air bags make any additional change? What WDH would be best?

If the max tow rating is 7200 lbs, that's as heavy as the trailer can be. The tongue weight is part of that, it doesn't add or subtract to the total weight the vehicle can pull.
As for how big the trailer will be depends on how the trailer is built, what kind, etc
WDH and airbags don't change how much the truck can tow. They're both for help the vehicle tow the load better. A WDH is a must where as airbags help you tune how the vehicle/trail will ride

As stated above 7200 pounds is max weight. if it is flat bed with nothing on it, or a 5th wheel.
