mechanically challenged needs help

So I have some aftermarket mopar fogs I want to fit inside the bumper filler panel. I need to make cutouts in this,

in order to fit around these mopar foglights,

Simple enough but the problem is I don't have a hoist and really don't want to remove the bumper just to slap this on. So I'm open to suggestions.

One idea I was thinking of is to just buy some self-locking nuts or bolts because then I could just thread them on right from the front of the vehicle without having to have the inside of the bolt which I wouldn't be able to reach to hold in place with a wrench. Would that work? Any other ideas? I'm trying to avoid having to pay some guy at a shop $100 just to do something this simple if I can
