Motometal black rim cleaning

Hey guys, bit of a boob with these big ass black wheels. I was detailing the truck and noticed little white patches on the rim of some of the wheels. What is this and how do I take it from a cloudy white back to black. ?

I believe those are painted wheels with a clear coat on top. A little claybar or a good wax and polish should do the trick. If it's really bad, it may take a bit of buffing compound, followed by a wax and polish.
