i run with the fresh air door closed most of the time
I am pretty sure the fresh air door drops if the actuator is removed or the rod is disconnected

Finally got back to update this thread. I bypassed the heater core by looping a hose from one connection to the other and warmed up the engine. Still no flow through the hose and the engine head temperature was above 200 and it was starting to boil out of the rad. There is virtually no coolant flow through the engine. I flushed it twice with quality rad flush and kept getting rust/corrosion type particles out when I drained it. My guess is ports in the engine are plugged.

Somebody had to have left bad coolant in a long time to do that. Take it to a pro, there are ways to flush that corrosion out, but it isn't for amateurs and home mechanics.
