I have replaced every brake part on this 98 Dodge other than all new brake lines. I have a rock solid brake pedal.
I am being told by a mechanic that it needs a new proportioning valve
These proportioning valves have been discontinued and you have to buy used
I have installed three different valves with no change to the hard pedal.
I am not a mechanic.
I did ask this mechanic if he cycled the ABS with a program tool. He stated, the ABS module did read but did not cycle.
I asked about the shuttle valve and if he took the proper steps to bleed open the valve.
He stated that he did.
I'm not 100% sure he did.
Can anyone please tell me what needs to be done to open the shuttle valve in this proportioning valve?

Rock solid pedal is a bad vacuum booster or no vacuum at the booster when the engine is running.
