So it looks like there's no real reason then, lol. Just whatever tickles the local legislators fancy. Other than RFG, the rest just seems to be ***** nilly (LOL let's censor w i l l y. If you can run RVP 9 in both Northern Montana and the southern most tip of Texas then Huntsville, AL and Detroit should be fine with it too.
