looks like a bleed hole got sandblasted , allowing water to bypass pump.this is the block behind the waterpump.

Oh ok, I see now. Possibly something got lodged in there, and the pump broke it through a hole?

Could it be welded? Like a semi-spot weld or some JB weld?

JB weld will fix just about anything. I've used it for my motorcycle tank before, and never had a problem after. Not sure if it would work here, but it could be worth an inquiry.

Is it the block or the timing chain cover? I suspect it's the cover (because your harmonic balancer is in place.

If so the Aluminum has corroded away. Welding would be costly and while JB weld might work, I'm not sure I want it floating about if it didn't.

Best fix is a new or good used timing cover casting. Might change the chain and gears out while it's off.

Salvage or junk yard, or a dealer should be able to have it within a day or two. My dealer gets everything overnight.
