Rust in center tire !!!

Then a nice coat of wax or WD40 to keep it from coming back. Rust never sleeps you know...

Unfortunately in our climate that is pretty normal. I usually put some high heat anti-seize on mine but I have center caps. With it exposed like that your best bet would be to wire brush all the rust off and give it several coats of rust paint like JB1 posted above.
