Scan tool that won’t break the bank

Looking to see what the current thoughts are on "budget" scan tool for 2024 (almost 2025) that allows ABS bleeding/manipulation of various components for service. Also to clarify, 2018+ vehicles will need a gateway bypass cable, correct? Thanks.

What about scan tool that lets you see if any codes were recently cleared? Would be handy to have if buying a used car. My cheap scanner doesn’t have that capability.
