Small surface rust repair help

So I was inspecting my truck today and I noticed under the rockers there was an area about two inches that the paint chipped off and it now has surface rust.

How do I go about fixing this?

I was thinking of using some naval jelly, brush it on carefully and then rinse the rust off. Shouldn't be to hard since it's surface rust that just started.

Then after that I was thinking of brushing on some touch up paint then a wet sand to blend it in then some compound and wax.

How would you guys go about this?

Well the way I've dealt with it in the past is I just use some of the Permatex Rust Dissolver Gel (brushed on) and then washing it off, reapplying it and used a little bit of primer, sanded it down and carefully painted it. It takes some time but if you do it right you'll never know you had rust forming there. BTW, Masking Tape is your best friend in the whole wide world!
