Tach problem

OK I got another Ram. This time it's an 06 1500 four door cab. I'm having an issue with the tach. The pointer is on the lower side of the stop pin, therefor it doesn't register. Has anyone else had this issue ? If so, do you know what caused it, and how do you fix it.

If I take the cluster apart and just pull the pointer up and over the pin will this cure the problem?

Hello
I've done the tech fix found on line which did resolve it for awhile but happened again. Did the same thing and when I hooked up the cluster some lights came on and other were out even with the truck turned off. Took cluster apart and found some burnt components.
My question should the truck start without the cluster plugged in?
Help would be appreciated.
