As mentioned using chain or even load straps are not the greatest for pulling someone out when stuck and can be a "flight" hazard.
I keep a 30' recovery strap under the back seat. Recovery straps(or ropes) actually stretch by design to help in the recovery of the stick vehicle. You buy a recovery strap rated for 2-3 times the weight of the vehicle being recovered, I've pulled a 1 ton Ford Powerstroke out of the mud with mine(18000 lbs rated). Also have a clevis pin adapter for the 2" receiver as a strap can fly off a trailer ball.

I would not worry about it coming off the ball I worry about the ball breaking and killing someone
they are not safe to pull that hard on
not sure what what hat you pulled that out of but trailer hitches are designed pull trailers and if you read enough forum posts people overload the snot out of them without breaking. There's even videos of truck/trailers going out of control and the trailers taking the truck for a ride(picture what the Hulk does to Loki in the Avengers), the hitch doesn't even come apart let alone break off.
Trailer hitches like just about everything else when engineered has a minimum safety factor which is usually 3-5 times what it's rated for.

Quoted this post for an example of ignorance and what NOT to do. NEVER use a hitch ball as a recovery point. It is not designed for jerking motion and WILL break, causing a projectile at high speeds that can injure or kill someone. Do it right, and do it safely.

When I was in high school, a friend of a friend got a new Bronco II. He took us on a dirt road that turned to mud. He said I’ve got to try it out sometime so here we went. He got stuck, bad! My buddy’s grandfather lived about a mile away so he took off running to get the tractor. He got back with the tractor and a chain. You all know where this is going... Yes, a new back glass, some bodywork and paint on the hatch.

If you must use a chain or a cable, put a coat or blanket over it for a dampener. This is a good way to get killed.

I carry a 3” 30K pound strap rolled up in a plastic bag under my back seat.

Hitch's are attached to frame, it is a viable option for recovery assuming it is a real truck hitch and not something made for a soccer mom SUV.

I only use straps myself, and I have it rolled up under seat. I even prefer the straps that are 100% strap.

3x30 yank strap here.

I put the loop in the receiver, receiver pin through the loop. I never pull by the ball. Big shackle for the other end.

No, it isn’t. The ONLY way to correctly use the hitch as a recovery point is to use a hitch shackle mount.

Since the above posts were specifically mentioning a chain to a hitch BALL and you didn’t specify otherwise, you can see how one would come to the same conclusion I did. Hitch shackles are safe, hitch pins are meh, as the pin can bend (it’s not designed to take the force from a source that flexes and doesn’t distribute the pulling forces across the pin as evenly as a metal attachment does) but will work in a pinch. Using a hitch ball as a recovery point should never even cross someone’s mind as a viable option, and WILL kill someone when it fails.

Someone might die using a towball if you go all Myth-Busters while trying to recover a vehicle as shown here:
The "stranded" vehicle is actually anchored down, the amount of recovery vehicle speed is probably just a bit excessive and it took eight (8) attempts before it finally snapped. If your recovering a vehicle like this URStupid. Also look at how badly damaged the rest of the receiver is. Subsequent tow balls are artificially weakened by cutting through part of the shank. Even the driver notes it was kicking his butt and he was flinching before the hit.
For most people the biggest danger is the strap/chain letting loose and slapping something. Use a blanket or weighted pouches to keep them from flying.

^^^^^^^^^^^^^^^^^^^^^^ YEP, this is how U do it. Especially using a Recovery Strap, and not ne ole chain/tie down. ALSO remember to like put a small blanket/jacket something over center of chain. If it disengages, it will help with the"projectile", do not ask how I know, LOL.
