that blinking light is to let you know your tires have lost traction

Yep. ^^. It comes on when your truck is trying to regain its traction on the road.

I have never fully understood the traction control button. I hear that if you hold it down for 30 sec it should blink and its completely off but mine never blinks.

The T/C button that you turn off lets you spin the tires without the computer detuning the motor and everything else it does. The other light you see is the ESC (i think its called that) it is sensing that the truck is sliding out of control (ie fish tailing during burnout) and it shuts down the power and starts working the brakes. The ESC is required by the FEDs so it can not be turned off, thus making it a second T/C.

And it comes on even if you aren't fish tailing but the tires are spinning on mine.
