Of course not, but you are talking a collision, I have seen strange stuff happen on a couple.
If its broke , it has to be replaced, no matter how it happened.
I just find it strange that you are jumping all over the shop for something you don't know how it broke. I had a truck hit, in the rear, fixed that and found the rad was cracked.

Most shops do, and "Most" techs are highly qualified. I ran collision shops for 40+ years Things happen when disassembly is done. We would completely disassemble when writing any "unseen" damage. IF something breaks on disassembly, that is "sometimes" considered related damage. If a tech does something totally wrong, then we would eat it. With todays vehicles, resetting cameras, adaptive cruise and all the other electronics, that drives the cost of repairs up. I'm not defending the shop, just pointing out that anything can and does happen. I had a tech that set off a head airbag he was installing, he was more PO'd than me! but, we (shop) ate the $800 bag.
Another thought to ponder is: with lawyers going after insurance companies, shops and even the techs, (case in Texas) the shops are out to CYA on all repairs! And that's what is helping to drive the rates up
