Weird Tranny Issue

00 Ram 1500, 5.9 V8, 2WD, Auto.

If I'm driving around town were its a 35-40 mph zone. It won't shift into second gear unless I'm doing at least about 35 mph and completely let off the throttle. If I'm on county roads where the limit is 45 mph or higher. It shifts fine all the way up to my desired speed. Also occasionally when I go full throttle it seems like the tranny goes into limp mode and its like i hit a limiter and my RPM's just bounce off the limiter.

Also today for the first 20ish minutes of my drive it wouldn't shift into overdrive. But that's the first time I've had that issue. And it was also -7ish with the windchill where I live so that might have been a factor.

Any ideas?

First issue sounds like a TV cable adjustment. Second sounds like it's too cold.

Where is the TV cable. One of the cables on the throttle body? And how do I adjust it?

It's on the backside of the throttle body.

There is a DIY here on the site I believe.
