Windshield wipers won’t turn off, or turn up

also my knob can spin forever in both directions and there is literally no fuse for the wipers so they can’t be stopped while driving

I believe the fuse is Number 25 in box. With age of truck my first thought is that your wiper stalk is defective, but could also be the TIPM. The stalk is about $50 and replacement would eliminate one possibility. I don't how you would test that part to see if everything is working properly.
