Wipers don't work well in cold

So having a strange issue with my wipers. It only seems to happen when its below 32. The problem worsens the colder it gets. The wipers either:
  1. Don't work at all.
  2. Move a few inches then stop.
  3. Immediately stop where they are at when shut off. Even if they are pointing vertical.
They are not frozen to the windshield and most time the windshield and wiper arms are cleared of snow and ice. The problem goes away if it warms up. Seems to mostly be a problem for morning commute. It's rare to see it for evening commute.

Has anyone had this with a 4th gen? Is this a bad motor, stalk, or something else?

Sounds like the wiper motor as they will return to home if you turn the stick/switch off.

Check wiring connections, grounds etc.
Stepper motors can be a PITA and I've had several acting crazy on lab equipment. They're not crazy, they've lost their starting point (home). Frayed or loose wiring can cause this. If you only have a few strands of wire supplying voltage to the motor, they sometimes can't overcome the resistance they face. The motor circuit "thinks" it moved 90 steps but in reality, it only moved "X" (a different # of steps) so now it's "lost". It doesn't know how to go home to park itself. Next time it starts, it's starting from an unknown place and looks crazy. Kinda like my wife when she's driving and the GPS goes dead. My wife could be standing in a field, watching the sun set and not know where North is. Good luck brother, chasing wiring gremlins can take a long time. Start with checking for proper voltage at connections.

We're supposed to get another snow storm. Might be something I have to tackle when its warmer. Lol.
