HELP " 2015 Laramie 1500 / replaced E brake shoes along with a parts kit - rotors - disc brake pads -- Replaced all parts for E brake including the back plate lever which both sides were seized, adjusted brake star so I can barely rotate tires - tightened brake pedal cable all the way pedal still goes to floor and E brake still wont hold truck. Any helpful info would be appreciated.

if the cable checks out i would get a helper to apply the parking brake while you go under to watch the movement of the lever where the cable pulls. when its applied it should travel the whole length of the slot and come to a stop on the other side. when released it should come all the way back to the other side.

when you say you tightened the adjuster to where the wheels are getting stiff to turn what happens when you apply the E brake at that moment with the wheels in the air? does it lock completely or just a bit?

if everything is good and it locks hard and releases properly in the air but not when you try it in the driveway i would say the brake shoes in the drum need to be broken in. especially if your rotors were painted on both side and in the drum area.
go out in a quiet area and heat cycle the parking brake a bit. firmly and progressively harder when applying. it will take a few minutes, gradually making faster stops (go in reverse too!) if everything is good you will have a strong holding parking brake by the end of the test drive
setting parking brakes is an art!
