My brother hooked his scanner up to my truck, tried to manually change the tire size on my truck, truck acted funny, reset the tire size back to stock, truck drives like it did before, but now I have a service electronic braking system warning, & ABS light flashing. I know whatever he did has caused this, what do I do to to reset those systems without taking it to the dealership?

Disconnect the battery for 10 mins maybe.

Tried that already. Left it off for 30 minutes, came back on immediately at first start up. There is nothing wrong with either system, just don’t know if there is a road test to do to recalibrate the abs

Have you driven it much since? Sometimes you need to drive a bit to make it go out. Are there any codes?

Not sure, I drove it and did a service code is c2206, brother says the abs not initialized

If there is an active ABS initialization code. The initialization procedure will have to be performed with a scan tool.
