AC Blowing Weak Randomly

On our 2013 3500 the AC will work great for about 30 minutes, then suddenly get very weak. When I looked under the dash it seems like the recirculation door is either getting stuck in between the recirc and fresh positions or 'spasming'. The only way to get it to function correctly again is give it a boot under the dash (which sometimes works) or to shut it off and let it sit a while.

Anyone have ideas? I don't want to replace a bunch of parts without knowing where to start. Is it the AC panel control? The recirc motor?

I think I'm going to try to disconnect the recirculation door actuator, it's on an ambulance so getting the dash out is even worse with the extra console, radios and other equipment. Has anyone done that before? I can't imagine it wouldn't work.
