AC / heater fan speed - is there a "max"?

Hello, I have a 2019 Ran Classic 1500 SLT and it seems like the AC / heater fan should blow harder than setting 7, like there should be a "max" when you switch to recirc. The dealer said no, is this true? It heats and cools fine.

The recirculation will sound louder because the damper is closed so fan noise is reflected. But top speed will remain the same.
