I think I'd have to argue that the Bilstein are just esthetics.. They improve the ride a great deal as well as leveling the truck. I do usually do my own shocks but I have a friend who runs his own garage and the cost is cheap compared to my time and frustration. But I get your pointI'd go lights first. They are a functional upgrade where as the bils are aesthetics. Plus the bils might be more costly for you if you are not an avid wrench turner. Have you ever disassembled suspension or used a spring compressor? I do all my own mods as do many members on here, so unsure of what a shop would charge for such an install. Also don't forget the alignment cost after. Just my opinion.
