The cable on one side is not even close to being pulled tight when the tailgate is open. All the weight is resting on the other. Is this at all normal?

Mine is the same way. Took it to the dealer to be fixed and they said warranty would not pay for it since it's not broken. I started to order a new cable myself, but I removed one to measure against the other, and they are the same length. I don't really know what is going on now but when I sit on the side with all the slack, it will go down till it puts pressure on it. Strange???

That sounds like the tailgate is not level at the hinge points. Have you measured the height vs the bed on each side?
