Im debating between the two. I have a dog that will occasionally ride in the back is the only reason I am doubting the rug. Thoughts????

I'd go with spray in any time. I even had it over the rails on my last truck- loved it. not done it yet on my new truck but I'm saving money for it already.
nothing slides, no scratches, and it's easy to clean. the only problem with a dog I see- I don't know how hot it gets where you live- but here the black bed heats up pretty good and if you put a dog in it, oh boy. My lab hates the bed. I gave up and let him sit on the rear bench with vinyl seat cover on it. If you want the dog in the bed, give him a old piece of carpet to lay on. That's what I had- but well- never got that far, that my dog used it.
I'm on my 4th truck with a Bedrug now, and I couldnt be happier. Cleans up easy, nothing slides, its softer for my dog and my son to stand in while at the beach, and looks great as well.

I bet the Velcrow strips wont stick the spray liner.
I have read several accounts that the Velcro adheres well long as the coating is clean.
