I have a 2016 limited with 27k and the front brakes are starting to squeak. Is this normal for Ram brakes

Yes. Mine started around 12,000 miles. It eventually went away.

Is this something the dealer will repair? I know normally brakes aren't covered but with such low miles maybe it can be argued that it is a defect issue

That's not a defect. A squeaking brake can be caused by several issues, such as marginal pad thickness, backing plate lubrication, pad alignment and pad to rotor orientation.

All those issues are related to pad wear. You just need to replace your pads, check the rotor runout and possibly bleed the system. Also check the caliper pistons for proper operation.

Pads, rotors, calipers and associated components don't last forever.
