You're 100% sure the water is coming in from around the w/s glass? If so, for around $100 a good glass shop will remove and properly reseal the glass. That's the only way you'll solve that.
Be real careful with the silicone if that's what's smeared all up in there. If you ever need body work done, even trace amounts of silicone will make that a nightmare.
Yeah, someone’s tried to seal a windshield leak by caulking the outside, which will not work. BTDT.
If water is getting in the cab, the windshield is not sealed to the body, which requires removal to fix. Or there’s a leaking body seam in the area (rarely).
