I noticed my passenger side headlight was clouding up a little. It seems like it is too soon for it to be doing this. I am thinking maybe moisture got in somehow?

They are known to fog up. Especially if it's humid or you had a rain/carwash. If it was outside it'd be an easy fix.

I had water in one of my headlights...Remove assembly, drilled a small hole, drained the water and used an old hair dryer to dry residual, resealed with silicone and reinstalled...No problems since (6 months)...

But, I could be wrong and it is already starting to fade... It is just the passenger side.

My guess is that is the side that gets the most sun where it gets parked am I right. 3 years its at the point where it could still be restored its not that bad yet.

Moisture inside of the headlight housing will sometimes disappear when the temps warm up

It never cleared up on my 2009 Ram, i didn't worry about it too much, i could have pulled the headlight & dried the lens, then reset the Vents to the correct position.
Sometimes the person installing the lights, accidently changes the Vent position so that it closes

It is the side that gets the sun in the morning, and the other side does not really get much of any sun in the afternoon/evening.

I just went outside and looked at it again and it appears to be on the outside (it does not look like moisture).

What is the best method/kit to clear that small of a spot up, or is it even worth messing with yet?
