Day light running lights come on , low power as soon as you start the truck or car , the tail lights do not come on until you turn on your head lights with switch, then everything works as normal.
Around town in the evening when dark you will see people , nearly always small SUV with no tail lights on as they forget because the street lights and DRL are enough to drive around slow.
In Canada they have been around since 1989.
On the older stuff without them, you are legal not having them, as it was not factory installed, same with seat belts, I had lots of old cars and trucks with out them ,and I was legal driving them
Some seem to hate DRL lights, I don't know why ,Guess being a old fart , I think they are a good idea. As are seat belts and air bags.
Now if we could just figure out why horse trailers never ever have working tail lights
