Emissions monitors disabling on startup

As title states, I have a 2006 Ram 1500 Hemi. The specific monitors that are disabling after cranking, but enabled during KOEO (Key On Engine Off) are the Misfire and Fuel System monitors. I've done some preliminary research and testing but overall have no idea what is causing this and dont want to start sinking money into parts. Anyone have any ideas on where to start looking?

Some things I have tested/found are: APPS 2 has a deadspot at rest, ETC light takes around 15 secs to finish bulb check, CEL stays on until cranked, EVAP Purge Flow Monitor Test 2 (Purge Valve Fraction) is 0.037% - which is below the minimum spec of 0.055%, Cylinder 5 Had between 10 - 30 misfires in the Monitor data over several drive cycles but im not sure if its actual misfires or just skewed sensor data, got a global lean condition of +10% on the LTFTs for both banks. Ive already replaced the PCV valve since it was gummed up pretty bad and I need to replace the PCV hose too since its rotted.
