My 2016 ram 1500 5.7 when it heats up it makes a noise like the belt is rubbing, but it not the belt. When i turn off the engine it wines down then stops

Get a mechanics stethoscope , or a dowel rod , or even a long screwdriver.
You can touch this to components that are belt driven, then put the other end to your ear . This should transfer the sound.it could be a tensioner ,alternator, ac comp ,water pump , or something else.
Put your head under the hood and have someone operate the key .

Odds are if it's making a wind down noise after the engines off,it's probably the mechanical clutch fan on the front of the engine

Like Rick said because the clutch doesn't engage until the coolant is hot. Bad clutch keeps spinning, probably bad clutch but could be other items like relay as well.
